Government to launch ‘Mera Bill Mera Adhikar’ GST reward scheme in six States, UTs from September 1

In a significant move towards enhancing transparency in financial transactions and empowering consumers, the Indian government is set to launch the ‘Mera Bill Mera Adhikar‘ invoice incentive scheme. This pioneering scheme, scheduled to commence from September 1, aims to promote the habit of requesting bills during purchases, thereby fostering a culture of fiscal responsibility and accountability.

The ‘Mera Bill Mera Adhikar’ scheme, conceptualized by the Central Board of Indirect Taxes and Customs (CBIC), is designed to instill a sense of confidence and assurance among consumers while making purchases. The scheme is geared towards creating awareness about the importance of receiving genuine invoices for business-to-consumer transactions, fostering a more transparent economy.

Cash Prizes as an Incentive

Under this scheme, consumers are offered a compelling incentive to demand bills for their purchases. The range of cash prizes extends from ₹10,000 to a whopping ₹1 crore. Eligibility and Participation

The ‘Mera Bill Mera Adhikar’ scheme is open to all invoices issued by suppliers registered under the Goods and Services Tax (GST). This comprehensive approach ensures that a wide spectrum of transactions falls within the ambit of the scheme. Consumers from the initial batch of six States and Union Territories – AssamGujarat, HaryanaPuducherry, Daman & Diu, and Dadra & Nagar Haveli – will be the first beneficiaries of this innovative incentive program.

The government has developed the ‘Mera Bill Mera Adhikar’ mobile app, available on both iOS and Android platforms. This app provides a seamless platform for consumers to upload their invoices for consideration in the prize draws. To ensure validity, the uploaded invoices should contain essential information such as the seller’s GSTIN (Goods and Services Tax Identification Number), invoice numberamount paid, and tax details.

The scheme, which is aimed at motivating customers to ask for a bill every time they make purchases, will be launched in the States of Assam, Gujarat and Haryana; and the UTs of Puducherry, Daman & Diu and Dadra & Nagar Haveli, Central Board of Indirect Taxes and Customs (CBIC) said.

“Invoice incentive scheme allows to earn cash prizes on upload of GST invoices,” CBIC tweeted.

All invoices issued by Goods and Services Tax (GST) registered suppliers to consumers will be eligible for the ‘Mera Bill Mera Adhikar’ scheme, under which monthly and quarterly draw of lots will be made and winners will be eligible for cash reward prize beginning from ₹10,000 to up to ₹1 crore.

Mera Bill Mera Adhikaar is a scheme launched by the Government of India for incentivising consumers on uploading genuine business to consumer (B2C) invoices for purchases of goods or services attracting Goods and Services Tax (GST). Consumers could register on this mobile application & upload the invoices simply by clicking picture of the invoice or uploading already saved invoices from the Gallery.
Every month, few lucky invoices would be identified by a process of draw of lots, and uploader can get a chance to win exciting prizes. The more the number of invoices uploaded by a person, the higher is the chance of winning. Further, a few lucky invoices which have been paid through digital modes of payment like UPI or RuPay card stand a chance of winning a higher prize also.
This mobile application would read key invoice details like GSTIN (also called GST Number), invoice number & date, and amount paid to assist consumers. Scanned values could also be edited by the consumers before uploading, if required. Every successfully uploaded genuine B2C invoice will be issued a unique acknowledgement number.

The minimum purchase value for the invoice to be considered for lucky draw is ₹200 and individuals can upload a maximum of 25 invoices in a month beginning September 1.

The ‘Mera Bill Mera Adhikar’ mobile app will be made available in both IOS and android platforms. The invoice uploaded on the app should have the GSTIN of the seller, invoice number, amount paid and tax amount.

The scheme is conceptualised in a way so as to incentivise citizens and consumers to ask for genuine invoices from the seller when making business-to-consumer (B2C) purchase of goods or services.
