Panchayats have been mandated for the preparation of Panchayat Development Plan (PDP) for economic development and social justice utilizing the resources available to them. The PDP planning process has to be comprehensive and based on participatory process which involves the full convergence with Schemes of all related Central Ministries / Line Departments related to 29 subjects enlisted in the Eleventh Schedule of the Constitution.’

eGramSwaraj is a mobile phone application that showcases the progress of various activities taken up by the Panchayati Raj Institutions (PRIs).

It has been developed with an emphasis on extending greater transparency and access to information to the citizens of India.

eGramSwaraj mobile application acts as a natural extension to the eGramSwaraj web portal (https://egramswaraj.gov.in/) which is one of the applications under e-Panchayat Mission Mode Project (MMP) of Ministry of Panchayati Raj (MoPR)

ABOUT NATIONAL PANCHAYAT PORTAL
National Panchayat Portal (NPP) is one of the applications developed as part of Panchayat Enterprise Suite (PES) under e- Panchayat Mission Mode Project. It is designed to be a versatile front- end of Local self governments, which facilitates seamless access to the information & services provided by the local body.

NPP is being used to generate and maintain dynamic websites for panchayats in the country which includes District Panchayats, Intermediate Panchayats, Village Panchayats and Traditional Local Bodies. Besides this, NPP creates dynamic websites for State Panchayati Raj Departments and Ministry of Panchayati Raj (MoPR). The URL for MoPR is (http://panchayat.gov.in) and the URL for accessing NPP is http://panchayatportals.gov.in.

Meri Panchayat App of Ministry of Panchayati Raj: Transparency, Accountability

Meri Panchayat App मेरी पंचायत is the official app of Ministry of Panchayati Raj पंचायती राज मंत्रालय , Government of India भारत सरकार .

The Meri Panchayat App has been designed by National Informatics Centre (NIC) of Ministry of electronics and IT, Government of India to facilitate unified & integrated mobile-based Governance Platform for 80 crore rural residents, functionaries, and all other stakeholders of the Panchayati Raj System.

The Meri Panchayat App facilitates Transparency in all functions and operations of Panchayats, enforce accountability, facilitate public participation in functioning of Panchayats and preparation of panchayat development Plans.

It also facilitates social Audit of all development works and beneficiaries of various schemes.

It seamlessly integrates with various portals of MoPR like eGram Swaraj, Vibrant Gram Sabha, GPDP, Audit Online, MactionSoft, MGNREGA, Audit Online.

It aims to unify and integrate diversified functions, information across various portals and provide a Single Common mobile platform for citizens and functionaries of the panchayats.

The Meri Panchayat App facilitates the collaborative functioning of all stakeholders and good governance.

Meri Panchayat App shall provide a holistic view of the Panchayat and facilitate easy access to all information about the functioning of panchayats to residents on their smartphones and shall enhance transparency in operations.

The citizens can download and use Meri Panchayat App and can obtain information related to Public representatives, panchayat committees, schedules, agenda and decisions taken in Gram Sabha Meetings, panchayat budget, works and Activities included in Panchayat Development Plan, fund availability at panchayat, revenue, and expenditure, development works included in the development plan, ongoing and held up works, Panchayat Assets, list of beneficiaries of various welfare schemes.

Meri Panchayat enhances public participation by allowing the residents to propose the works and activities to be included in the Gram Panchayat Development plan as part of their suggestions. They can also review and rate the activities & works included in the Development Plans.
Meri Panchayat also extends the objective of the Provision of Urban Amenities to Rural Areas (PURA) by allowing the public to avail services offered by Panchayats. The Meri Panchayat App also offers location-based services to be registered by authenticated rural residents and allows them to register complaints genuinely from the complaint location rather than posting adhoc complaints; The complaint is submitted with an evidence in the form of Geo-Tagged, Geo-Fenced photo from the site location and allows tracking their complaints which may be related to garbage, cleanliness, street lights, drinking water supply, dead animals, dirty public toilets, and poor quality of development works.

It also facilitates location-based services for social audits of all development works and beneficiaries. The public can view the works, and their progress and can report the status and quality of works from the location of the work.
Thus, Meri Panchayat App shall pave the way for good governance and an effective, handy and versatile tool for Digital inclusion. It shall digitally empower the rural residents and make them actually participate actively in the governance, development, and functioning of their panchayats.
